RAF Brize Norton has lights, ILS and a two mile long runway if you want a RAF base to fly to.

Despite modern night vision technology, I would still be surprised if they built a military airbase today without runway lights (except perhaps something like an auxiliary landing strip in the middle of a practice area, etc.), but we are getting off topic.
