Civilian airport beacons shouldn't be on/flashing

I've noticed that during the daytime and during VFR conditions those airport beacons are on/flashing and they shouldn't be.  Has anyone else mentioned this before with hopes that MSFS 2020 / Asobo will correct this?

This might be a regional thing (FAA vs EASA)?

I flew yesterday and our control tower was flashing green as usual does. Daytime flight, ATIS reported 10km vis. and Scattered clouds at 1200ft. = VFR.
