F/O Switching off Packs during Preflight

Good Morning,

is there any reason why the f/o is switching of the Packs during its Preflight Flow?

It's quite annoying when you are on a freezing cold airport and wondering why the aircraft not geting warm 😉

If the OAT is less than 20, FO will turn off the left and center packs.

Also, I think the Packs will be turned off if you have the Air Conditioning cart connected since you wouldn't won't multiple source of air in the system at the same time.
