September 7, 20214 yr If it still does the "looping", note the full file name of the file it is looping on. Head into your "official" folder and find the folder that the file belongs to. Delete that folder and all its contents (and any left over FSPART files). Restart MSFS. That should force it to download that entire folder instead of just patching it. September 7, 20214 yr You probably don't want to hear this, but I'm also using the Steam version, and did not have any issues with the update. September 7, 20214 yr I finally managed to update. Had to delete the files in the Official folder (not the folders) then downloaded 15GB and it worked.
