Two options out of the Manual

Please someone clarify these two options (CFG-MISC) which I could not find in the manual:

1. LIGHTS OFF W/FLAPS UP
2. SET LWR DSP TO ENG

I did not find them sort of self-explanatory, so I came here to ask ;-D

1. FO turns off external llights when flaps up.

2. FO "attempts" to set lower display to Engine prior to engine start.

Hi Byork,
So we just arrived at night at KORD and, as soon I say it's okay to clean up, my FO manages the flaps up, turns off the external lights and the FAA black suits wait for me at the gate. 
 

What exactly are those external lights that should go off?
