Sim needs more floatplane addons!

I know we'll soon have the Kodiak but we really could use a ACA Scout, Maule, or T182/206 on floats.

It is a WIP version that is not yet fully completed but includes many features:
 - possibility to fill the ballast,
 - water ballast release with an instantaneous modification of the aircraft behaviour (sudden lightening)
 - a damage mod is already planned and coded, but not implemented for the moment because tests must be completed !
