I have the exact same intermittent stutter issue you have described. I've tried everything, including an NDv2 test release, with no success. I upgraded from a 2080 TI to a 3090 with slightly better FPS, but still the same stutter.

I'm now looking at a complete new PC, probably in the new year.

Thanks for the info concerning the upgrade to the 3090. Almost pulled the trigger last night. I'll just hang in there with the 2060 for now.
