World Updates have always been in the marketplace, they've never been in the content manager.

Now updates to World Updates you already downloaded will be in the content manager. But new world updates never will be.

I ran into this.  It downloaded some updates when I started the Sim, but not the WU13 for Oceana .  I had to go to the marketplace tab in MSFS and then manually type it into the search bar and then it came up.  Weird, it should have automatically been there.  All good since then.
