I'm trying to update the Bay Bridge and Alcatraz in P3D v4.5x. I read in a forum in OrbxDirect that there has been an update that fixes the Bay Bridge and Alcatraz but I can't find it. Thank you.

Updates, if available, are handled through ORBX central. Are updates disabled?

I don't see updates in Orbx Central for True Earth Northern California, but supposedly there has been an update. 

And, I just checked Orbx Central. Auto updates are enabled but there are no updates showing for anything (I have tons of Orbx sceneries). Probably because I just downloaded and re-installed Orbx sceneries. I can't stand the snow covered Alcatraz and the "new" Bay Bridge (which is much better in FTX Northern California).

Yeah, that Bay Bridge model in the release version of TrueEarth Northern California looked rubbish (based on screenshots). The Tamar Road Bridge in TrueEarth Great Britain South has a similar problem with the height of the road deck compared to the towers. Quite how basic errors like that can get through even the design stage without being noticed is beyond my ability to understand.

The bigger concern with the TE california packages is the scorched earth red look all the orthos have. Pretty unplayable and kind of shocking they acknowledged but they didn't bother to fix.

John Venema, the former owner and CEO in a post after leaving ORBX said he was still the majority shareholder and gave assurances that ORBX quality will be the same as ever.  There was a post complaining about quality issues after he left which I found surprising (the same issue exists in the P3D version):
