Volume too Low.

The volume is way too low even when maxed out. This is really obvious in VR and I have to turn down MSFS to like 20% in order to hear ATC.

The Config Volume is for each ATC voice.
The Up, Down and Mute buttons on the radio Com panel affect the ATC Chatter volume and the ATC Voice volumes.

If you’re having difficulty hearing them both and the Com panel volume is maxed out, then you need to check your Windows volume settings.  With P2A running, right click the Speaker in the Windows Icon tray and select Volume Mixer.  Then check/adjust the volume for Pilot2ATC.

If the volume drops when you switch programs, it could be Windows thinks your other program is a communications program and so drops the volume of all sound programs except that one.  Here's a link to an article that fixes that issue: How to Prevent Windows from Automatically Reducing System Volume (alphr.com)

Also, I have had the SIM interfere with the voice volumes.  Try turning off the Voice volume in the SIM.

One user had to change the microphone setting in Speech recognition to Other instead of Headset.  They were using a Rift mic.

I've tried all of these but it's still too quiet.

I had this issue and it was nothing complicated to fix in the end I just lowered the MSFS master volume to a sufficient level that allowed P2A to shine through and just turned my headphones and speaker knobs up to compensate for the overall lower volume.

Sorry but I did not pay $60 to not be able to hear ATC voices. This should be an easy fix software wise. I shouldn't have to turn down MSFS volume to hear ATC.

forgot to add   if  you set  your  sound  in  msfs  option to  speakers  for  enviro   and   your  head  set to communication only  you will  find  it  alot  better
