Probably the towed Air Canada plane gets a temporary callsign with TOW? If so the towed aircraft has its transponder on, and that would give options for PSXT.

I think that Dave said it is the tow truck that is transponder-equipped?

Yes but the data of the object point to an airliner, not a TOW truck:
