February 8, 200917 yr FYI -I just made several tests on my system and found no FR loss whatsoever (locked at 30).My processor is an Intel duel core running at 2660 mhz.FRAPS was set to 30 fps and Full size capture - plus sound was being recorded also.So again I am of the opinion that the OP's processor is just not powerful enough.
