Well, I just went there using Firefox and it worked no problems for me.

I can go there in Firefox as well. IE gets a 403.

Everything is working fine for me!

Same problem here in Israel for about a week with two different ISP. First got a weird message banning the "filthy" (!) ISP then a 503 message. The site is dysfunctional or the web master wants to restrain access from certain countries, Belgium and Israel at least.
