You can't completely get rid of flashing except if you lower your CPU speed. So good luck with that. As DJJose said, it's finding the right combination and many many weeks and months of tweaking. Not only days.If your FSX is laggy and stuttering without any tweaks, you are doing something wrong, as mine is running very good without any tweaks. I only experiment with other tweaks to possibly push the envelope even further... but I can always go to the stable configuration.

I even considered SSD, but many say it's not that much of an improvement on smoothness, and I tested it myself. I am happy with my WD. Probably gonna get a 600GB variant.

I have an i7 2600K O/C at 4.4Ghz, 2x SATA 6Gb/s SSDs, a GTX470 and UsePools=0 works for me with the external FPS limiter. I don't get any flashing, the key to removing the flashing was to use water=High 2.x.Now I will say that in many instances, while I get 20-30FPS or even more, it stills stutters. I have given up trying to achieve perfect smoothness...not sure it even exists. But hey, if someone with a similar system has achieved it, I'm all ears :)

BP=0 rarely brings smoothness - that is only perceived as so, as when the sim is able to maintain locked frames, then your get smoothness. Or near one. If you are able to achieve 60fps, THEN you'll have perfect smoothness.The problem with BP=0 is that you have to set high 2.x water, which costs performance yet again. So you are trading some performance for some instability and still you get nothing better than when water at Low 2.x. Do you really need cloud shadows in water? I don't perceive them as realistic...

BP=0 on my gtx580 since day one, used 7 or so drivers, and been fine!! Nor problems whatsoever.The 2600k's and 2500k's do stutter more than the 920's for me. The older system was smoother, but this can run all add-ons that I need and still be flybale.
