When the autopilot follows the route every so often happens that the plane in the proximity of the VOR makes a few small deflection to the right and left!!!This is normal?

If those deflections are small, like you've said, it's okay.And yes it happened to me a few times.

Probably caused by FSX's bad turbulence simulation. Sometimes when there's turbulence in FSX, the aircraft can become uncontrollable, and then there's nothing the A/P can do about it. Once flying, go to the menu bar, then Options -> Display -> Weather. Tick "Disable thermal and turbulence effects on aircraft". Problem should be fixed now. :)

VOR sensitivity increases when you are getting closer to the navaid, this could be have this effect IMO.

Exactly, hence it is better to switch to the heading mode in the proximity of a VOR, this is what pros do all the time. I don't think his problem is wind related.So yes, it is normal IF you are tracking a VOR signal.
