Did came from the FO this morning but on departing from EGGP Runway 27 :-)

That call is based on the heading enter in your MCP and the aircraft heading.

 

FS2Crew determines if you need to turn left or right to enter the runway based on that info.

 

If you need to turn left, the FO would have the best view of the approach end, so he'd call "clear on the approach".

 

Note, I'm trying to devise a way to get the FO to actually "see" AI traffic with Simconnect so he can make an even more accurate call based on actual AI Traffic.
