April 21, 201214 yr It relates to the lighting systems on the airfield, and the minimum legal distance away from them where you can land when you can see them (i.e the Runway Visual Range) Obviously at night, you see the runway because of its lights, but these can fail, however, there are two ways they could fail: They could all completely go out, or more likely they could partially fail, since runway lights are generally set up so that every other light in the circuit is on a different system from the one next to it, there being two systems which supply the power. So, you could have full lights (and normally will have), half lights (if there is a partial fault, which is the 'limited' bit on your chart), or no lights (if you were really unlucky, which is the 'ALS out' part on your chart), thus when you understand that the ALS bit stands for Airfield Lighting System, the meaning becomes apparent. The RVR of a runway is measured by optical sensors on the airfield, so the figure is something that is known by the people in the Tower, and if the visibility is not of a sufficient clarity, you would not be allowed to make an approach visually, unless like me, you have been bitten by a radioactive spider and have superpowers which include X-Ray vision. April 22, 201214 yr CAT I PRECISION AND APV APPROACH MINIMUMS An RVR of less than 750m may be used under the conditions a. to d. shown below (Full column). Oth-erwise the RVR is limited to 750m or above (Limited column). a. CAT I operations to runways with FALS and TDZ and CL and with decision height of 200ft or b. CAT I operations to runways with FALS but with-out TDZ and/or CL when using an approved HUDLS or an equivalent approved system or c. CAT I operations to runways with FALS but with-out TDZ and/or CL when conducting a coupled or flight-director-flown approach to a decision height not less than 200ft or d. APV to runways with FALS and TDZ and CL when using an approved HUD, but not below RVR 600m. ALS out would be - no Approach lighting system available for some reason, so in that case, use ALS out column.
