I purchased and downloaded the 737 package in full (including the 600/700 variants) about a week ago. I am wondering if the downloads include the latest service packs already applied. I did not see anything on the purchase site saying something like, "If you download this after (such and such a date), you do not need to apply SP's 1 through 3" or words to that effect. I see there is a SP1c and am wondering if I need to apply this?

no need, it is included. Latest update is always included in new downloads with PMDG.

For future updates you will find useful this forum, pinned at the top you will find the latest update and release date, with all the info related to it 8like if you need to install or not)

You can always download it. The install file tells you if the patch is newer or not.
