Inside a hanger, or parking spots outside the hangers?

 

Thinking mostly Orbx airports and/or regions. It's probably simple, but I don't have a clue.

 

Also, how do I pick a seaplane runway?

When you select the airport you want to fly out of, just above the ok button there will be a place called "select location" where it normally says "active runway". Click on that and it will give you the list of all parking spots and runways for that airport.

Also, how do I pick a seaplane runway?

 

Water runways will usually be labeled somehow: "E Water" "27W" or similar.

First you select an airport that has a seaplane runway then do as explained above.
