Runway lights texture loading, is it normal?

Hello guys, it's a bit of time that I wonder whether this effect is normal and inherent in FSX or if you can correct it in some way.

I'll explain it, being in short final during landing I see in the distance the ILS path's lights that as I approach the runway treshold will light up with a more intense light, this also happens with the default airports, and is most evident during the day with bad weather and low visibility and at dusk and night of course

I'm going to guess it might be the LOD radius setting.

Are you sure? I remember I've changed it but without success, I'll try again....
