I have done a search and guess I can't find it. Here is the problem... A couple of the VA's I fly for have their VAFS prescribed weights for certain aircraft. I would like to be able to go with the values that I have computed. Vs the three stock fuel and payload amounts derived in the FMC. Is there anyway to over ride the system thru a cfg file so I can enter my fuel and weights thru FSX?

Nope, but you can enter the fuel and payload weights in the FMC. I guess I don't understand your question.

Take a look at the tutorial flight.  Don't even need to fly it.  It explains how to do this on the first few pages.

That's definitely not advisable.
