There's a patch in the ORBX forum that slows down FSX vehicle traffic.

You can also change the vehicle speed using FlusiFix-2006 available here:

"http://www.wolfgang-picheta.de/"

(or look for ff06_v50.zip elsewhere on the web)

Plus you can adjust much more than just vehicle speed with this program. I have used it for a few years now and it works great! Make a backup of your files first if you feel the need.
