I think that if it was planned downtime, they would have announced it. But electronics can fail without warning and with so many factors in the chain of operation to get things fixed, it always takes longer than expected before things are up and running again.

Yeah, got the v2.4 patch but the improvement isn't so much that it couldn't wait for a day or two. Patience is a kind of strength.

Reports are saying that all shadows were broken in some way and they are flickering a lot.
