From what I have heard, I will be using the "FIBER_FRAME_TIME_FRACTION=0.005" as my first issue is now resolved. Thanks everyone for their time and support,

Thomas, why not simply use FIBER_FRAME_TIME_FRACTION=0.10 since that is what P3Dv2.x will convert the "0.005" to anyway?
