Can anyone tell me what this does?. There is no webpage and I don't want to download it just yet without finding out more. I have been using STB since it came out and could not live without it so does this program do the same thing and which one is better? thank you

I use STB as well. This does something very different. This will essentially reduce the number of aircraft being introduced by the sim. It will retain the aircraft on the ground at the Dep/Arr airports. I know STB has that sort of function but AI traffic manager optimizes this constantly as opposed to just once.
