After a quick search, it seems to be a driver issue - some software conflicts or registry errors. This solved the problem for some people:

1. Completely uninstall graphics Diver - you can use driver sweeper, but i would recommend manual uninstall, here is how to do it http://s000.tinyupload.com/download.php?file_id=61660764045734576003&t=6166076404573457600394047

2. Download Free CCleaner and use Cleaner and Registry Cleaner - this should be done periodically

3. reinstall latest driver

4. (in this case optional, but very important)disable some of the services and other things that starts with windows and can cause conflicts, and set your OS properly - here you can find the best tweaking guides for windows https://www.tweakhound.com/
