The effect is created by two semi-transparent texture sheets moving in relative directions, possibly even wind related.. The whitecap effect is produced by part of the lower sheet showing through transparent sections of the upper one. There are some arcane settings (I now forget where) that governed how those texture sheets were shown and how they moved. Probably in waterconstants.xml??
