In the newest blog post, in the comments section, someone asks Ben if Vulkan Beta is postponed for next year and Ben Supnik replies:

So it seams they have some strong gentlemen's agreement on this 😀.

Beta was initially, if a bit optimistically planned for late 2018, so I sure hope we get it this year.
