As a developer you only have the one choice - install as autodiscovery package (add-on.xml in \Documents\…) or install via the P3D CLI (add-on.xml anywhere). I wouldn't implement both TBH. Both have their merits, but generally speaking, one would certainly suffice. IMHO the latter one has a big issue: since the packages are installed and not discovered, you can break the installation by deleting the add-ons.cfg in ProgramData - P3D can not bring it back. So I prefer the autodiscovery method too. In P4AO take a look at the "Packages" page - that lists the actual addon reference for the whole package, not split up between "scenery" and "other addons".
