Perplexed about the SDK

The way they worded it, I think you are supposed to contact them if you are a third-party developer interested in a partnership, which would then give you access to the SDK. Not sure what the requirements for the partnership would be, but it wouldn't hurt to try.

Why not try? Provide a link to your work and let them decide. At the very least it would reinforce the need to support freeware add-ons too.

Just to let you know, I tried, last week with a very polite email, asking if us, freeware developers can have at one point access to the SDK.

As for this moment, I did not get a reply yet.

did you attach a sample of your work? I'm a plane designer and I also design trees. I would like access to the SDK

For those who are worried that the SDK will not be released to the community, re-read what was written on Nov 21 2019 on https://www.flightsimulator.com/ :

I think that indicates that us mere mortals will have, at a later time, access to the SDK too.

Well I thought about it, but then I don`t think I am better than other freeware developers out there.

There are so many who contributed with time and talent with superb addons all through the years and FS versions.

I mentioned that I create scenery since FS98... 

So I believe either all of us (freeware developers) will or will not have early access to the SDK.

But when they mentioned partners, I knew already that it is an exclusive club at this level of the SDK developement.

And I can wait for the final SDK as I have to complete my project in the other simulator before MSFS is out.
