I think I just see what's wrong:

I can see there is not any entry like this:

SimObjectPaths.x=SimObjects\UGCX

Even if you have the physical directory created (or in place)

C:\Program Files (x86)\Microsoft Games\Microsoft Flight Simulator X\SimObjects\UGCX

FSX will not look at it, because during FSX's startup, it reads the FSX.CFG file, and it will scan all SimObjectPaths.x entries in the [Main] section, these entries indicate to the simulator where are the 3D models to load, (aircrafts, ground vehicles, etc.), anything outside is not taken in consideration. As a result, you can have UGCX correctly installed, you can see it in AddOns menu, etc, but when UGCX attempts to create the people and vehicles, it will fail, because FSX will not recognize UGCX's models, because it didn't loaded at startup because of the missing UGCX's entry is missing in the FSX.CFG.

If this directory exists in your machine:

C:\Program Files (x86)\Microsoft Games\Microsoft Flight Simulator X\SimObjects\UGCX

Then you can just easily, open up your FSX.CFG, again, and add an entry:

SimObjectPaths.9=SimObjects\UGCX

Below this line:

And save the changes in FSX.CFG, you then can start/run FSX, and UGCX should be able to create the 3D models.
