There are two easy answers to that

1/ The main feature of an AI is the prediction out of a multitude of sources and it is specially true with GIS data

2/ They could buy another sat image shot during of a cloudless day

Interesting thoughts. I come more and more to think that this sim is a pilot for other projects , with good and less good implications.

Yes.  Within the decade we will not own the hardware or an OS, we will own peripherals (edge devices) connected to high bandwidth/low latency thin clients and the game (actually all our software) will be run on hardware residing in the cloud.  We will pay a monthly Microsoft subscription (similar to pay TV model) in which we select the various games/office/creative tools we want access to.   In the case of complex games platforms like sims, we will still be able to purchase add-ons, they will simply be available to those who purchased them.
As an example, I believe Xbox Series X  will be the last generation of gaming console hardware that runs games, the next generation will be edge clients.

I find that very unlikely
