Without knowing your screen resolution it’s hard to provide advice. If you’re running 1080p, a new GPU may make little to no difference... you may quickly tip the scales the other way.

I have the i7 6700K, permanently overclocked to 4,7GHz. Rock solid stable. It is a very good CPU. Never a single fail. In my case I set it up using the hardware overclock switch on the MSI motherboard which handles all voltages etc for you. If you have that, try it. It is so easy it should be illegal. 🙂 That will give you a roughly 15% boost in CPU performance for starters. Then, on to your GPU. My son has the GTX1060 6GB Super Clocked in his system and it does struggle significantly when compared to my GTX980Ti. For starters, the 3MB RAM on your card is not enough. No question that the GPU is the bottleneck, not your CPU.

For me, waiting on the local pricing for the 3070's but in all honesty, I am running my system on a mix of Ultra and High and getting brilliant, fluid and smooth frames on a 60Hz 1440 monitor and therefore have no pressing need to upgrade. I do not chase FPS numbers, I look for fluid smooth frames. For you, budget permitting, don't go lower than a 2070 but the 3070 would be a good long term investment, meaning no further upgrading necessary for quite some time to come.

The i7 6700K is pretty much identical in performance to the i5 8400 which meets "recommended" specs for the game.  The weak spot in this build is GPU (esp, VRAM )and system ram.

That said, a full system upgrade is a better option. it is just that right at the moment ( unless you are after epeen and street cred for buying the latest new AMD/Nvidia toys ) it is not a good time to be buying, wait a few months till the dust settles if possible.
