Ion drive. I remember dragging my wee chair backstage where we watched movies in second and third grades. (We would probably be scheduled for "The Littlest Angel" next week, although most won't believe me.) In the "So, You Want to Go to Mars?" film (narrated by Troy McClure no doubt) the spaceship had an ion drive. It had sort of umbrella thing, with the crew safely up front away from the... whatever, sort of like the ship in 2001. What kind of Galactic Federation is it that doesn't give us money? Even our UN is better than that. Once we develop the technology on our own, we will not forget their selfishness.

But that's the crux of the problem. If you had been dealing with the Galactic Foundation rather that the Galactic Federation the solution would have been resolved by now. Unfortunately, The Foundation has now moved on to other, more pressing, issues so as your people say "you're on your own".
