No, software developers should make progress in developing games that use modern CPUs efficiently because you can't improve single thread performance ad infinitum. It wouldn't make sense to have the cost and the power consumption of a 10 GHz processor with 128 MB of cache memory just because programmers stick to legacy code.

I see even load distribution on my 20 thread CPU in many DX12 games such as RDR2, CP2077, BFV, SOTR... whereas FS2020 is still stuck with DX11 and the main thread bottleneck. DX12 was released in 2015.

This is probably a handful of threads getting moved between cores by the Windows scheduler.  No game is using 20 threads.  Even on a dual core system running a single threaded game, you'd see 50% load on each core.

The scheduler also works for MSFS but there is always one core hammered to 88-100% and at least 10 cores around 15%.
