I hate to say it but with all these convoluted updates things have gone south

I sucked it up and after 2 hour reinstall sim acts way better now - think about it you may want to give that a go worked well for me

Have you try to delete the Content.xml file and restart the game? you can also try Nvidia 457.30 driver, it is one of the most trusted and stable driver for older cards, but only install the driver, not the experience stuff.

I did try that.  No help. Still same problem. 

I feel sorry for you, hopefully it will work out for you with the next hotfix.
