Yes, absolutely. I don't think it's the connection to Azure, it is a very old bug (FSX or even FS2004 legacy) and it's caused by the length of the transcript.

If you disable the ATC window (it's not sufficient to keep it closed, it must be disabled) the stuttering does not occur and the ATC still works.
