I would like to mention that turning on UAC solved the issue for me.

I have the same problem if I start MSFS with admin rights. If I'don't then I can buy without the "pending" message.

I heard the same thing way back in Sept '20 when MSFS was first released. To not start MSFS with admin rights. That way marketplace roadblocks are sometimes avoided. 

5800X3D, RTX4070, 600 Watt, one or two 1440p 32" screens, 64 GB RAM, 4 TB  PCle 3 NVMe, Warthog throttle, VKB NXT EVO stick, Honeycomb Alpha yoke, CH quad, 3 Logitech panels, 2 StreamDecks, Desktop Aviator Trim Panel. Crystal Light VR.

Woohoo, finally I can purchase add-ons from MSFS Market Place again. DannyL & Fielder cracked it for me.

1. Do not start MSFS with admin rights. (Shortcut defaults to Off anyway).
2. Turn on UAC and reboot.

1. Click Start and open Control Panel.
2. Select System and Security.
3. Under Security and Maintenance, select Change User Account Control settings.
4. Move the slider up (I took it to the top).
5. Select OK to save the changes.
6. Select Yes when prompted to confirm the changes.

Thank you, thank you, thank you! Only thing that helpen!!! To alle, start it not as admin and turn on UAC. After purchase you could disable that.
