With a 1080ti,  my office gets ridiculously warm after an hour of gameplay. It's crazy, the 4080 is going to be like a sauna in my office. 

We need more efficiency in these chips.

The 3090ti was Nvidia`s test card better cooler design for the upcoming 40 series, but both Nvidia and AMD use higher clocks to get performance, some motherboards have been found overclocking AMD CPU by default to show better performance over others = bragging rights.

This why case cooling is more important now than ever, I no longer use the supplied fans in my cases.

Don`t give the price if you need to know you can`t afford it.

Cooling will help local temp of GPU/CPU itself and motherboard, but it will not help the room temp much as that is a factor of total generated heat.
Better cooling with hotter running stuff just means more hot air dispersed into the room basically (it's not 1:1, but close enough).
If it is generating more heat, the heat has to go somewhere.

This is going to be the BIG issue in the coming years I feel, the amount of heat the PC's are outputting to a room.
I guess it's great if you are in winter or live in a cold climate.
