Look for it under 'Autopilot'......I think it is listed as 'AutoThrottle TO GA'. I remember having a hard time finding it as well... Flic1 is correct. The Auto Throttle to GA binding (CTRL+SHIFT+G if default) will set the flight director even in a plane that does not have auto throttles. I am not aware of any other default control for this. And the systems.cfg file has the setting under the autopilot section for the GA pitch in degrees.
