Are you graphics drivers up to date? Have you fully checked all the graphical settings in the game? As they have been known to get changed during updates which has thrown a few people before, including myself!

After trying the Map Enhancement utility without success, I had no choice but to do exactly that. And in my case, and using the contents of this post as a guide, setting Anisotropic-filtering to x16 within NCP fixed it.
