I finally found a fix. I had the precise 60 second pause (using a stopwatch) and it lasted maybe 1/4 to 1/3 of a second. Someone here told me to look in Task Manager for a Steam app that was being run every 60 seconds. Sure enough I found it.
It’s called GameOverlayUI.exe [32]. It has a Steam icon. I used Process Lasso to disallow it and sure enough no more pauses.  What a huge difference and relief this is.

Thanks for that Jack.  Useful info!   I don't notice any pauses, but I will look for that app anyway.

Just a thought, but in Steam settings -> In-Game, there is an option to "Enable the Steam Overlay while in-game". Might unchecking that not do the same thing?

Hi Jim, I had already tried that, it was off in settings but was running anyway.

Yes.  Run Process Lasso, Right Click on a process > click on Disallow Process.

To allow it again, Options > Control > Disallowed Processes

What does it mean to "disallow"?  Stop it from running?  That process is not running on my machine AND I disabled it in Steam settings, FWIW.
