To anybody who can help. I have downloaded some scenery objects but don't know what object placer to use. Rwy. 12 is obsolete, or so I think. I can't find their files on Library anywhere. Any other object placer?

Airport Design Editor is what I use to place objects.  And it allows me to spend countless hours updating, improving, and correcting airports.

I have downloaded ADE but am not sure really how to use it. If I go to Open Airport, the layout of the airport comes up where you can change the gates for the airlines etc. How to I place objects with it though?

Are your objects BGL or MDL files?

Well, Im trying to add objects from a scenery library kinda like Rwy 12. Im not sure . I have to make them first, right? When I get to know this, I can work with airports fixing them up for the simmers. When i load the stock airport, how can i move the airport around? I can't move the page anywhere, i can't do anything. If i get the airport gates, I can create terminal gates, which I would like to do.

ADE has a lot of features and it is not something you will master in a day.  It also comes with a hefty manual in PDF format.  I highly suggest studying the manual.
