Most likely, you have not set the correct location for your Community folder.
Unless you have simply let the MSFS installer do its thing, with no input from you, you will need
to select "Custom Community Folder Location" and point it all the way to the folder, like this:

My sim is installed in the default location, I let the MSFS installer just do it's thing as you put it. As expected Rex detects my installation when first started as Windows Store Edition. But still, when I make changes it has no effect...
