throttle percentage withing aircraft configuration

I hope the title conveys what I'm getting at.  Quite often my throttle is stuck at 2-3% and will go no lower.  Even with the throttle quadrant pulled all back.  What about editing the individual plane configuration min_throttle_limit.  Not sure editing this makes a difference.  Any opinions welcome.

First thing I'd do is check that my calibration is good and that the throttle axis is in fact getting a zero input.

I had this with both aerosoft f15 and irirs f15, no idea why. My solution was to set binds for different throttle intervals, cut throttle, and full throttle. It actually gave me more throttle control in all planes, i actually quite enjoy it. 
 

i think its like increase throttle, and slightly increase throttle or something like that.

I'm unsure what setting the binds meaning is.  My throttle is still stuck at 2% minimum no matter what I do.  It's workable, but not perfect.

It means instead of having an analog 1-100% continously variable throttle assigned to an axis or + - key he's got keys or buttons set to 0,20,40,80,100 for example. In reality you'd probably only use about 4 or 5 actual settings unless speed trimming for climb, cruise or descent so it would likely work pretty well. 

Should solve your problem too if you remove all current bindings and just use the above solution.
