SAM/VIP flown by AMC (e.g., 89th Wing at Andrews AFB) other than POTUS/VPOTUS, usually run with the "SPAR" callsign with appropriate VIP codes listed on the flightplan (DD 175s/1801s) itself. SPAR is short for Special Air Resources that transports senior military officers and civilian VIPs. Since current SECSTATE is also former FLOTUS, they may be using a different callsign based on greater security requirements.Col (ret) Rich Perry, USAF

Actually, the SPAR callsigns are used by USAF VIP and Embassy support units outside the 89th Airlift Wing. The 76th (Ramstein GE), 309th (Chievres BE), and 310th (MacDill AFB FL) Airlift Squadrons use SPAR for their mission callsigns, as do the few remaining C-12s assigned to Embassies around the world. JOSA is also used as a VIP mission callsign by USAF C-21 (Learjet) units in the US, and also by some Army/Navy units when tasked by the joint operational support airlift office at USTRANSCOM.SecState generally moves on an 89th AW bird, except for the rare special purpose stuff like flights into active combat zones. 89AW missions for VIPs other than POTUS/VPOTUS and their families do not have a special callsign--they use SAM and the airplane's tail number. It's abbreviated "S", so a VIP flight on an 89AW Gulfstream III with tail number 60201 would be filed as S60201 on ATC flight plans, using SAM 60201 as the voice call. Former Presidents/VPs and their families do not use the callsigns reserved for the sitting officials. There is a separate VIP classification system that specifies the priority level of the VIP, and an ex-president (or foreign president) still carries the highest (DV1) VIP code. SecState and all the other cabinet members are classified DV2. The DV codes are transmitted in the remarks section of the flight plans, and are generally used for protocol purposes.And in the FWIW dept, the abbreviation for "Air Force" is "A", not "AF" so ATC flight plans show "A1" for Air Force 1, "A2" for Air Force 2.
