That sounds like the infamous FSX haze layer. The add-on wx program, Active Sky Evolution, has an option to eliminate this.

Yep, as others have suspected that is haze/fog... as real as it gets.

Again, if you want to eliminate this, get ASE or REX. Both of these programs have that capability.
