Yes there's options to turn on or off every feature. No FPS impact, there are no visual effects, its all code manipulation.

Other than being P3D capable and costing less than $10 from certain sites not really.

My understanding is there are some issues with PMDG, is this true?... Anyone.

I use it will all PMDG and Aerosoft aircraft. I haven't experienced any problems. I only use it for braking however. All other features are off for me.
