My mistake, I was relying on memory. I was sure I'd seen it, maybe in an earlier MSFS. The C172 nosewheel shouldn't turn when stationary of course, it isn't powered. However I do have one addon which does this in FSX, the CLS DC-10. So it is possible.
October 24, 201312 yr There used to be a great F16 simulator called Allied Force. A small group of users complained that the wheels did not turn when the aircraft was taxiing and got very noisey about this 'realism failure'. The fact that there were much bigger issues waiting to be addressed didn't seem to matter to them. Anyway, the last update that AF released before they went silent was to make the wheels turn.
