I am curious to know if there is a panel state on the 737NGX where all systems are set up, except for the engines which would be started after pushback?

I don't recall that being one of the options, however it's simple enough to setup on your own.  Set the panel the way you want it, and save that state.  It will be available the next time you want to use it.

Not only that but the default 'state' is with the engines running already. So just shut the engines down and save that state.
